The show is set in a dystopian future in which Britain is under the grip of the Home Office's Department of Public Control (PCD), a tyrannically oppressive bureaucracy riding rough shod over the populace's civil liberties. Edward Woodward plays with Jim Kyle, a writer over the independent paper called The Star, that begins to fight with the PCD and turns renegade. This PCD's officials , then, try to provide proof of Kyle's subversive actions.
