Elfen Lied

The Diclonius, a mutant homo sapien that is supposed to be chosen by God and will eventually destroy humanity, has two horns on its head and a "sixth sense" that grants it telekinetic abilities. Due to this hazardous ability, the government has captured and quarantined them in laboratories. Lucy, a young and crazy Diclonius, manages to escape her confinement and viciously murder the majority of the guards before being shot in the head as she attempts to flee. She manages to live and drift to a beach, where two teens called Kouta and Yuka find her. Having lost her memory, she was named "Nyuu" after the sole word she can now utter, and the two allowed her to reside in Kouta's residence. Nonetheless, it appears that the terrible "Lucy" is still alive...
